The Dragunov is the third Sniper Rifle players have access to in Call of Duty Modern Warfare 3. It is unlocked upon reaching level 12. It starts with a 10-round clip and is semi-automatic.
It has a 10-round clip and is among the fastest firing Sniper Rifles with the most mobility.

The primary strengths of the Dragunov are that it has fairly low kick, has a high firing rate, and allows you to move at a decent speed when using this weapon.

The Dragunov has two primary weaknesses which are hard to overlook. First off, the Dragunov has the lowest power out of any Sniper Rifle (tie with the RSASS).
While it looks like just a tiny notch on the in-game stats charts, in practice this is a huge amount. The main problem with this Sniper Rifle is that a direct torso shot is not a 1-hit kill (whereas every other gun aside from the RSASS offers a 1-hit torso kill).
This means that if you want to get a 1-shot kill with the Dragunov, then you have to get a head shot. This is difficult to do on a console, especially against a moving target. Lining up a headshot with a Sniper Rifle is a lot easier on PC.
Not being able to get a torso shot for a 1-hit kill with this weapon with a torso shot makes it unusable. The Type 95 (an Assault Rifle) does get a 1-shot kill with a torso shot, so why would you ever use the Dragunov over the Type 95? You wouldn’t, simply because the Type 95 has more power, the same amount of shots (burst fire = 3 rounds per shot), and significantly less kick plus faster strafing.
Additionally, even if you did want to use the Dragunov, there is no reason not to use the RSASS instead. They are practically the same weapon except the RSASS has a larger clip.

Modern Warfare 3 Dragunov Attachments and Proficiencies
Since you have to get 2 torso shots with a Dragunov to actually get a kill, using the Kick proficiency is mandatory. Landing two shots on the same moving target to get a kill requires this.
For attachments, there is no reason not to use the Varied Zoom Scope. If you do not have a varied zoom scope, use the Silencer to start and move on to the Varied Zoom Scope when you unlock it.

Understand that the Dragunov is practically useless as a Sniper Rifle simply because it has less power than Assault Rifles with all the awkwardness. If you want a real Sniper Rifle, use one which actually has some power. If you want a weapon with a faster firing rate and good mobility, use an Assault Rifle like the Type 95. It is not only easier to use than the Dragunov but offers more power as well.
